OPTIMISED ROUTE PLANNER FOR OVERSIZED VEHICLES TO ENSURE ROAD SAFETY

The Land Transport Authority (LTA) spearheads land transport developments in Singapore. They plan, design, build and maintain Singapore’s land transport infrastructure and systems to strengthen Singapore’s land transport connectivity and integrate a greener and more inclusive public transport system complemented by walk and cycle options. LTA also harness technology and innovation to strengthen the rail and bus infrastructure and develop exciting options for future land transport.   This is a sector-wide challenge by LTA’s Traffic and Road Operations Group. The group oversees the checking and processing of Oversized Vehicle Movement (OVM) permits for vehicles that exceed specific width, length or weight requirements, to ensure safety for all road users. The oversized vehicles, operated by transport and logistics companies, typically carry large and heavy cargo, exceeding overall width of 3m (2.6m on controlled roads), rear overhang load exceeding 40% of vehicle length (or 1.8m, whichever is lesser) and the vehicle type's laden weight limits.   To apply for an OVM permit, the companies need to conduct their own route survey before using LTA's PROMPT website. Factors such as the time, roads used and necessary safety measures like arranging traffic escorts need to be considered. The permit applicants will typically take about 30 minutes to input, with the following details:   Term of permit (one-off or 3-month term) Vehicle details (e.g. dimensions, weight, axle load) List of roads intended for use (search and select on the PROMPT website) Pre-condition survey photos of their travel route and the relevant reports   The LTA OVM officers will check and verify the applications to ensure that the roads in the proposed route is suitable before approving the permit. However, there are certain limitations to the current process:   Offline Critical Road Information: These include information on height and weight clearances (e.g., overhead structures and weight limits for bridges) is currently available offline. Verifications of these information are done manually. Long Time Required to Submit Permit Application: It takes an applicant an average of about 30 minutes to complete and submit a permit application, including filling in complete vehicle/axle details, and manually searching and selecting each road names (text-based) sequentially, one at a time. Printed Permits: Approved permits are sent to applicants as printable Word documents. The permits could be enhanced with information of endorsed routes or other road-related information (e.g. road conditions) that may be useful to drivers.   LTA is seeking a solution that provides the transport and logistics companies clear-route planning functions with the necessary critical road information integrated. The goal is to streamline their route planning to application, automate and speed up the application approval process, and reduce incident rates on the road during vehicle movement.   WHAT ARE WE LOOKING FOR? A scaled-down prototype solution based on sectors that help companies operate oversized vehicles plan and optimise their routes for the purpose of permit application with LTA, using critical information of their vehicles and road infrastructure.   The solution should take into consideration the following:   Compatibility with LTA's PROMPT website: The route planner function must be able to interface with the current website as part of the application process. Utilising LTA Datasets: The solution can utilise LTA’s offline road infrastructure data sets which may come in various forms including PDF formats. Support for drivers: Drivers should be able to download the endorsed routes to an open source mobile navigation app which can provide real-time prompts on critical road information to support them during the journey so they do not need to refer to a hardcopy route. Analytics and Insights: The solution should collate and analyse vehicle movement to enhance traffic and structural maintenance planning and track incident rates.   OVERALL PERFORMANCE REQUIREMENTS Intuitive User Experience: Companies/LTA should be able to use the route planning features easily, like they would, for any navigation application. Application Processing Time: Permit application and processing time should be reduced by at least 50%. Security: The datasets used must be secured and easily updated by LTA's authorised parties. Safety: The solution should take into consideration road use guidelines and safety regulations. One-Time Setup: The solution should be a one-time setup and integration. Prototypes will be tested by LTA officers before integrating into the PROMPT website.   Problem solvers who choose to apply for this challenge must be registered and operating in Singapore. The POC/prototype needs to be demonstrated in Singapore.   POSSIBLE USE CASES Route Planning — Frank, who is applying a permit for ABC Constructions Pte Ltd, oversees the movement of large cement cylinders for the next two months to a construction site. He has the details of the vehicle he will be using, including the weight and height. He manually inspects the route he wishes to take and applies for a permit on PROMPT. Frank searches for the roads in the intended route and inputs them manually in the system.With the new solution, Frank inputs his vehicle details, start and end point into the route planner and route(s) are generated for his consideration. Each route option details the time taken end-to-end, lanes he must use given vehicle limitations, regulations during transport, and road infrastructure to look out for. Frank is thus able to quickly plan the optimal route and submit his OVM permit application hassle-free. This saves time on the application, and allows him to conduct more deliveries. Approval Process — Hassan is an LTA officer assigned to review Frank's OVM permit application. He spends time looking through the application alerts and notices that the applicant would need to consider another route as there are some concerns with the vehicle on certain lanes. He emails Frank and asks him to consider another road. The emails go back and forth until Hassan is satisfied with the list of roads chosen.With the new solution, Hassan only needs to review the route submitted and verify that the roads/lanes can be used by the vehicle. He has the option to approve an alternative route confidently since details of the vehicle and alternative routes have been generated, shortening the overall processing time. Using an Endorsed Route for OVM (Optional Feature) – Logan is assigned to drive ABC Constructions’ oversized vehicle. He must rely on the printout of the route given by his supervisor to follow and needs to drive slower as it can be challenging to follow while driving in the wee hours.With the new solution, Logan can download the approved route into his mobile phone so he can follow the planned route easily on his favourite navigation app with vocal prompts on the lane to be used, speed and what to look out for while driving.   WHAT'S IN IT FOR YOU SGD50,000 of prize money for each winner of this challenge (see Award Model) Access to IMDA’s innovation consultancies (e.g. Design Thinking, Digital Storytelling, UI/UX) and PIXEL corporate innovation facility (e.g. hot-desking, project studios, ARVR, usability, 5G test labs) for prototyping and commercialization Gain access to LTA’s in-house expertise related to the project, and LTA datasets Opportunity to commercialise solution for full-scaled island-wide deployment with LTA Adoption by companies operating oversized vehicles (e.g. transport and logistics companies)   EVALUATION CRITERIA The Applicants shall be evaluated in accordance with the evaluation criteria set out below.   Solution Fit (35%) Relevance: To what extent does the proposed solution address the problem statement effectively?   Solution Readiness (35%) Maturity: How ready is the proposed solution to go to the market? Scalability: Is there any evidence to suggest capacity to scale?   Solution Advantage (20%) Quality of Innovation: Is the solution cost effective and truly innovative? Does it make use of new technologies in the market, and can it potentially generate new IP?   Company Profile (10%) Business Traction: Does the product have user and revenue traction? Team Experience: Do the team members possess strong scientific/technical background?   Problem Solvers with more than 65% scoring will be shortlisted for the next stage of evaluation where 60% of the scoring is based on the evaluation criteria above, and 40% of the scoring is based on a re-defined assessment criteria after the interview.   AWARD MODEL 30% of the prize money will be awarded to each selected finalist at the start of the POC/prototype development process, with the remainder 70% to be awarded after completion of the POC/prototype solution, based on milestones agreed between Problem Owner(s) and the solver. Prize money will be inclusive of any applicable taxes and duties that any of the parties may incur.   Note that a finalist who is selected to undertake the prototype development process will be required to:   Enter into an agreement with Problem Owner(s) that will include more detailed conditions pertaining to the prototype development; Complete an application form with IMDA that will require more financial and other related documents for the co-funding support.   Teams with public research performers are required to seek an endorsement from their respective Innovation and Enterprise Office (IEO) and submit the IEO form together with the proposal.   DEADLINE All submissions must be made by 28 October 2022, 1600 hours (SGT/GMT +8). The Conflict-of-Interest (COI) declaration form must be completed as part of the submission. Problem Owner(s) and IMDA may extend the deadline of the submission at their discretion.
